I have the honour to request, in accordance

with Colonial Regulation No. 345, Your Lordship's authority

to write-off the sum of $760.80 which is the total stock-

book value of 202 large (0.2 tael) tubes of opium valued

at $484.80 and 1,150 small (0.02 tael) tubes of opium valued

at $276.00 which were misappropriated in the following

circumstances.

At 1 p.m. on 8th May, 1940, an Assistant Auditor

carried out a surprise survey of cash and stock at No. 10

Government Opium Shop at 62, Main Street, Shaukiwan, on

the Island of Hong Kong. He examined the books, the cash

in hand and the stock. The total book stock at the time of

the survey was 202 large tubes of opium at $2.40 per tube

($484.80) and 1,150 small tubes at $0.24 per tube ($276.00),

a total value of $760.80, against which the manager, MAK

MAN, was able to produce only $383.35 in cash and four large

tubes valued at $9.60, a total value of $392.95, thus

revealing a shortage of $367.85. As soon as the shortage

was reported to the Auditor it was notified to Mr. H. A.
